SME, micro-enterprise and mid-cap: official thresholds
Insee classifies as an SME an enterprise with fewer than 250 people and annual turnover no higher than €50 million or a balance-sheet total no higher than €43 million. A statistical micro-enterprise has fewer than ten people and no more than €2 million turnover or balance sheet. A French ETI is a separate official category, not simply a marketing label for a large SME.
Economic category, legal form and tax regime
SME describes economic size; SAS, SARL or sole trader describes legal form; micro-entrepreneur is a social and tax regime subject to conditions. The concepts are not interchangeable. The choice depends on owners, liability, pay, funding, VAT and succession plans. Compare quantified scenarios with a qualified adviser before registration instead of selecting by name alone.

Validate the market before the structure
Define the customer, problem, price, sales channel and evidence of demand before optimising company documents. A useful forecast connects volume, margin, collection delays, purchases, payroll, tax and cash need. Test a central case, delayed sales and higher costs. Revenue without margin or collection does not fund the business, however convincing the top-line forecast appears.
Create and update through the single window
Since 2023, creation, change and closure formalities have gone through the INPI-operated single business formalities window. Prepare identity, address, activity, beneficial owners, constitutional documents and relevant evidence; sign and monitor correction requests in the dashboard. The gateway passes information to competent bodies but does not select the legal form or tax option for the declarant.
Manage margin, working capital and cash
Accounting profit and available cash are not the same. Inventory, deposits, customer terms, supplier debt, VAT and social contributions shape working-capital need. Build a monthly cash plan, reconcile bank and invoices, chase payment before a critical date and separate one-off expenditure from recurring cost. A growing order book can still create a cash shortage when collection lags delivery.
Match finance to the stage
Owner capital absorbs early risk; loans and leasing suit repayable needs; a guarantee shares part of lender risk; a grant or recoverable advance targets a project and eligible costs. Banks, Bpifrance, regions, EU programmes and investors assess different evidence. State the need, use, schedule, repayment capacity, co-financing and commercial proof without claiming the same expenditure twice.
Scale: people, digital systems and exports
The first hire, cybersecurity, invoicing, customer data, intellectual property and export activity change the risk profile. Document contracts, authority, access, backups and compliance before acceleration. France Num supports digital transition and Team France Export routes international projects. External support does not replace an internal owner, maintenance budget or validation of the destination market.
Act early when trouble appears
Late payments, falling margin, exhausted bank limits, tax or social debt and loss of a major customer require an immediate forecast. Speak to the accountant and funders before default. The Credit Mediation service can intervene in certain refusals or withdrawals of finance; court prevention, CCSF and other routes address different situations. Keep figures, deadlines, proposals and correspondence.
Frequently asked questions
Is every small company a micro-enterprise?
No. The statistical category and micro-entrepreneur regime are different concepts.
What is the SME threshold?
Fewer than 250 people and no more than €50m turnover or €43m balance sheet under Insee’s definition.
Where is a business created or changed?
Through the single formalities window operated by INPI.
