01Competent channel
Connect the ANEF number to citizen support
Use the portal’s technical support with your case number and exact error. The Citizen Contact Centre helps with filing and tracking; it does not replace the deciding prefecture or an appeal against a decision.
02Complaint or appeal
Do not interpret silence without the exact procedure
The rule has different time limits and many exceptions; silence on an administrative appeal counts as rejection. Look up the exact procedure in the official service before concluding that silence means approval or refusal.

Separate filing difficulty from refusal review
For refusal to register or an unlisted demand, Service-Public identifies a gracious appeal to the prefect and/or hierarchical appeal to the ministry. For a decision, first follow the routes and deadlines printed on the notice.

Record receipt date, author, reason, deadline, recipient and stated delivery method. A general complaint or mediator does not automatically pause a court deadline; keep the envelope and proof of notification.

Download the receipt, number, submitted form, every document, message and dated screenshot. Do not file an identical second case without instruction: it can fragment the evidence instead of accelerating the first.

Use the Rights Defender for its actual role
After approaching the body, the Rights Defender may be contacted for a dispute with a public service or a rights issue within its remit. Contacting it does not stop court-appeal deadlines.

A case exists only if it can be proved
The first move is not to write more but to rebuild a timeline: selected process, date, form version, evidence, receipt, number, messages and reply. Date filenames and keep a copy outside the portal.

Technical support and deciding authority are different
ANEF, ANTS or a visa provider may solve access, filing or tracking. That does not necessarily give it power to change a decision. The correct route changes as soon as an adverse notice exists.

Chasing, complaint, appeal and mediation have four roles
A chase asks for status; a complaint flags poor service; an appeal challenges a decision; mediation seeks an amicable solution after an initial step. Mixing them wastes time and can leave a deadline running.

Silence is never a universal answer
Two months is a principle, not an automatic conclusion. The procedure may set another period or an exception, and silence on an appeal counts as rejection. The procedure page and notice own the rule.

Urgency changes the order, not the law
A close deadline puts the notice, receipt proof and appeal route before general support. Do not infer a deadline from a general article; read the decision and, where stakes are serious, obtain qualified advice promptly.

Clear answers for a stalled case
Should I file the same case again?
Not without instruction from the competent service. First save the original receipt and ask, using its reference, whether a correction, document or new filing is expected.
Does a mediator pause my appeal deadline?
Do not assume so. Official sources state that mediation and the Rights Defender do not replace appeal routes; follow the notice.
Does silence mean my request is accepted?
Not always. There are exceptions, different periods and a special rule for appeals. Check the exact procedure in the official service.
Can FRA9 tell whether my appeal will succeed?
No. The tool orders evidence and channels; it does not assess admissibility, merits or deadlines and does not replace a qualified professional.
