AI funding in France: grants, funds and accelerators

Start with project stage, not the programme name

An idea, a prototype, lab technology and a scaling company do not fund the same costs. Bourse French Tech addresses early feasibility; French Tech Emergence is for deeptech; Innov’up and Bpifrance’s innovation-development support can accompany structured R&D; the EIC Accelerator targets high-risk, high-potential European innovation. The right route begins with the uncertainty to remove, the spending calendar and the legal entity that will carry the costs.

Idea and feasibility: Bourse French Tech up to €30,000

Bpifrance’s Bourse French Tech supports maturation and feasibility for an innovative company-creation project. Bpifrance Création’s official summary states that it may cover up to 70% of forecast eligible costs, capped at €30,000. Studies, design, proof of concept, intellectual property or market validation may fit, but eligibility and the award are assessed with the regional Bpifrance team before expenditure starts.

03

Deeptech and labs: up to €90,000 through French Tech Emergence

French Tech Emergence can reach €90,000 and cover up to 70% of eligible spending for a startup under one year old developing breakthrough innovation. Simply using an existing AI model may not be enough: the application needs a genuine technical risk, defensible scientific asset and often a research link. SATT technology-transfer bodies may finance lab maturation earlier; i-PhD and i-Lab can then support the deeptech company-building path.

04

Company R&D: ADI, i-Nov competitions and France 2030

Once an SME carries the product, Bpifrance’s innovation-development aid may use a grant, recoverable advance or R&D loan according to risk and financing plan. France 2030 competitions and calls, including i-Nov and regional innovation-project schemes, open thematic and territorial windows. They are not permanently open everywhere: check the closing date, geography, minimum project cost and exact eligible-spending list before ordering work.

05

Regions and cities: Innov’up, incubators and local calls

In Île-de-France, Innov’up can combine a grant of up to €500,000 with an Innovation R&D loan or recoverable advance of up to €3 million, at an announced intervention rate of 25% to 70% depending on company and project. Le Perqo supports impact ventures, including AI for public services, education, culture and transition. Other regions operate France 2030 and local schemes; establishment address and the place where work occurs often determine the correct desk.

06

Universities: transfer, SATT, incubator and company creation

A university rarely pays unrestricted startup cash. It may host an incubator, provide platform access, license a patent, use a SATT to mature research or lead a collaborative project. Before applying, settle ownership of data, code, models, publications and patents. Public researchers also need the institution’s authorisations and agreements for company creation and technology transfer; a funding award does not replace those documents.

07

Banks: separate grants, debt, guarantees and equity

Bpifrance combines public-bank, investor and programme-operator roles. Commercial banks mainly offer loans, equipment finance, guarantees or acceleration rather than an automatic grant for adding AI to a product. Banque des Territoires focuses more on projects with territorial or public-transformation value. Bank-backed accelerators such as Le Village by CA or WAI may provide networks, space, expertise and introductions, but each cohort has its own rules and neither a loan nor investment is guaranteed.

08

Europe: EIC Accelerator, Eurostars, Horizon and Digital Europe

A French company may apply to European programmes. For selected projects, the EIC Accelerator can combine a grant of up to €2.5 million with an investment component under the current call. Eurostars supports collaborative international R&D led by an innovative SME. Horizon Europe and Digital Europe publish consortium calls for research, testing, data spaces, skills and deployment. Funding rates, deadlines and consortium conditions must be read call by call.

09

What an AI project can genuinely finance

Defensible costs connect spending to a risk and outcome: project engineers and researchers, R&D subcontracting, compute, lawfully acquired data, annotation, cybersecurity, testing, certification, intellectual property and pilots. Routine selling costs, prior invoices, unrelated overhead and work committed before authorisation are often excluded. A supplier quote is not a justification on its own; explain how the expense removes a measurable uncertainty.

010

Choose a route with six checks

Identify the legal applicant, territory, maturity stage, technical obstacle, budget not yet committed and the company’s own funding capacity. Then find the matching programme and request pre-qualification before ordering. Check whether support is a grant, recoverable advance, loan or equity; whether it cumulates with other public money; and whether cash arrives upfront, by milestones or after evidence. The official page and programme officer always override a directory summary.
