France’s water cycle
Drinking water comes from groundwater and surface water. Winter rain replenishes reserves, while hot summers increase demand from towns, agriculture, ecosystems and sometimes energy production.
Why local rules differ
Prefects activate watch, alert or crisis levels according to each catchment. Watering, filling a pool or irrigation may therefore be allowed in one area and restricted next door.
The growing debate
Wastewater reuse, farm reservoirs, progressive pricing, network leaks and allocation between users are major issues. Solutions depend as much on restraint and governance as on new infrastructure.
